This metric is intended to capture volume of traffic in a particular market, expressed as total number of vehicles using an urban road annually.
Organizations may also choose to report this utilization rate for other time periods (e.g. utilization per day or month). Utilization level of a road, particularly over time, serves as a proxy for the qualitative contribution of new transportation infrastructure to economic activity.
GPS traffic data providers can provide traffic counts by side of the road, day of week, or time of day.
This metric is often used by International Finance Institutions (IFIs) as part of Transportation analysis. When toll roads are not part of a project, average daily traffic is not a good indicator of impact performance, unless the corresponding transport or transit agency monitors congestion and/or traffic.
