This metric includes client households who received products/services where no out-of-pocket payment was provided and for which the organization expects to be reimbursed by third parties (e.g., insurance).
This metric should capture the unique number of client households who received products/services and made no direct payment irrespective of whether these same households also paid the organization for certain products or services during the reporting period.
Many organizations may not be able to report on the number of client households based on direct data. If relevant, details on how and why assumptions were made should be footnoted.
