This metric is intended to capture the average speed of vehicles on roads or other routes during the reporting period, which can help organizations understand whether new or improved infrastructure has created efficiencies in transportation. This is a measure of quality of service for clients (passengers).
This metric is often used by International Finance Institutions (IFIs) as part of transportation analysis. Organizations choosing to report according to HIPSO (Harmonized Indicators for Private Sector Operations) indicators should disaggregate this measure by urban and non-urban roads.
